Board of Supervisors

A three (3) member Board of Supervisors governs Milford Township. Supervisors are elected at-large for a six year staggered term.

The Board has both executive and legislative powers, and is empowered to appoint professionals to assist in daily operations and to provide counsel on technical matters.

The Board appoints members to advisory boards and commissions. These include the Planning Commission, Zoning Hearing Board, Building Board of Appeals, Park Board and Agricultural Advisory Board.

The Board also appoints members to the Milford Township Water Authority and the Milford Trumbauersville Area Sewer Authority (both Trumbauersville and Milford appoint member to the sewer authority).

General Meeting Schedule: 1st Tuesday of the Month, 7:00 p.m., 3rd Tuesday of the Month (if needed, please call to confirm), 7:00 p.m.

All items must be submitted by noon the Friday before the scheduled meeting to be placed on the agenda.   Items submitted past the deadline will be added to the following Board of Supervisors meeting.

Planning Commission

The Milford Township Planning Commission meets on the last Wednesday of each month.

The Milford Township Board of Supervisors have appointed the Milford Township Planning Commission to review and make recommendations to the Board of Supervisors regarding all subdivision and land development applications. The Planning Commission plays an important role in developing the Township’s Comprehensive Land Use Plan, as well as keeping the Subdivision and Land Development Codes up to date and in compliance with Pennsylvania’s Municipalities Planning Code (MPC).

Zoning Hearing Board

The Milford Township Zoning Hearing Board (ZHB) is comprised of three (3) members and two (2) alternate members appointed by the Board of Supervisors (BOS) for staggered three (3) year terms.

The ZHB hears appeals related to the Milford Township Zoning Ordinance. These zoning regulations are intended to protect the environment, owners’ property and neighbors from impacts associated with the use of land. Milford Township has adopted a zoning ordinance that regulates the minimum size of lots, size of yards, amount open space, height of buildings, percentage of a lot that may be covered with impervious surfaces, general location and use of buildings and the appropriate locations for trade, industry, and residences through the creation of zoning districts. The zoning ordinance also provides for the administration, enforcement and amendment of the ordinance in accordance with the provisions of the Pennsylvania Municipalities Planning Code.

Zoning regulations can’t foresee all possible circumstances and it is the job of the ZHB to hear specific appeals where the ordinance may deny reasonable use of a property or where an owner wants to do something not otherwise permitted. The three basic function of the ZHB are to hear appeals of the Zoning Officer’s decisions, requests for variances from the literal provisions of the Zoning Ordinance, and requests for special exceptions as provided for in the ordinance. The ZHB is a “quasi-judicial” body and may not make or modify zoning policy. Decisions of the ZHB cannot be overruled by the BOS. However, both the applicant and the BOS have the right to appeal the decision of the ZHB to the Bucks County Court of Common Pleas.

The Township employs a full-time Code Enforcement / Zoning Officer to interpret and enforce the provisions of the Zoning Ordinance.

Zoning Hearing Board Application


Building Board of Appeals

The Building Board of Appeals, consisting of 3 members appointed by the Board of Supervisors under Ordinance 130, hears appeals of matters arising from Milford construction codes. Members are qualified by experience and training to judge matters pertaining to building construction. Cases are brought by formal application that is heard in public hearings followed by written findings of facts and decisions.

Park Advisory Board

Milford Township has an appointed Park board with the power and authority to equip, operate and maintain parks and recreation areas and facilities. The Park Board shall exercise its powers and duties in establishing operational standards for the parklands, with the approval of the Board of Supervisors. The Park Board’s duties, responsibilities and authority shall relate only to lands and buildings specifically designated by the Milford Township Board of Supervisors as being subject to the Park Board’s supervision.

Park Board members are appointed to 5-year terms.

Vacancy Board

The Milford Township Board of Supervisors appoints a person to fill the role of the Vacancy Board. In the event that a supervisor resigns and the Board of Supervisors is deadlocked, the Vacancy Board is the tie-breaking vote for appointing a new interim supervisor.

Agriculture Advisory Board

The agriculture advisory board is established by the board of supervisors to advise them on applications made by township residents who wish to have their property be an Agriculture Security Area as it pertains to farmland preservation pursuant to the PA Agriculture Area Security Law.

Under the act an Agriculture Security Area is defined as:
ASA—Agricultural security area—A unit of 250 or more acres used for the agricultural production of crops, livestock or livestock products under the ownership of one or more persons and one of the following applies:
(i) The land has been designated as such by the procedures in the act.
(ii) The land has been designated as such under the act of January 19, 1968 (1967 P. L. 992, No. 442) (32 P. S. § § 5001—5012), entitled ”An act authorizing the Commonwealth of Pennsylvania and the counties thereof to preserve, acquire or hold land for open space uses,” prior to February 12, 1989, by the governing body of the county or governing body of the municipality in which the agricultural land is located on the basis of criteria and procedures which predate February 12, 1989, and which was not withdrawn from the ASA by August 10, 1989, by the owner providing written notice of withdrawal to the county governing body or governing body of the municipality in which the land is located.

Auditors

The Milford Township Board of Supervisors annually appoints an outside firm to audit the Township in order to ensure the highest quality of record keeping and financial management.
